Speakers at Board Meetings
Karen DelGuercio is a retired educator having been employed by the School District of Philadelphia for thirty (30) years. Mrs. DelGuercio is the Founder of MaST Community Charter School, a member emeritus of the Founding Board for First Philadelphia Charter School for Literacy, and serves on the Executive Board of the Pennsylvania Coalition of Charter Schools. Mrs. DelGuercio is currently a founding member of two new charter schools. She was a former Cluster Leader (Regional Superintendent) for the School District of Philadelphia at Lincoln and Strawberry Mansion Clusters. In addition, she was both a High School and Middle School Principal for the School District of Philadelphia. She was selected as the Outstanding Principal of the Year for the Dr. Ruth Hayre Award. She has given many conference presentations in the educational field. At the Pennsylvania Coalition of Charter Schools Conferences, she presented “Establishing a Charter School” and “Evaluating Your CEO Effectively.” At an ASCD National Conference, Karen presented “Strategic Planning for High School Reform – Block Scheduling.” Mrs. DelGuercio also conducts workshops on Charter School Board Development for individual charter boards.
Bill Nolan represents a strong figure in the foundation of MaST. Bill serves as the parent founder of MaST Community Charter School and has been involved in the structure of the school since the first day. Bill had two sons go through the MaST program and worked to improve aspects of the school’s educational program. At MaST, Bill serves on the Facilities and Discipline Committees and can be seen as a strong supporting figure to the school’s success.
Dr. Mills was a member of the School District of Philadelphia’s Board of Education when MaST received its charter. Upon retiring from that Board, he joined MaST’s Board. Dr. Mills has held many positions in public service including Community College, the Philadelphia Charter Revision Committee, First Deputy Finance Director for Philadelphia, Chief Deputy Count Administrator, Common Pleas and Municipal Courts and First Deputy Managing Director, City of Philadelphia. Dr. Mills also served as Director of Executive Education, Fels Center of Government, University Of Pennsylvania; Professor of Public Management, Farleigh Dickinson University; Professor of Management and Finance and Associate Dean, Trenton State; Associate Professor of Public Administration, Rider College; and Adjunct Professor, Temple University. His many organizations and affiliations include the Normandy Civic Association, Southeast Pennsylvania Regional Council, Frankford High School Alumni Association, Charter School Institute, Community Nursing Bureau, German Society of Pennsylvania, American Legion Post # 810, Cannstatter Volksfest Verein, and Die Alte Herren des Cannstatters. In addition, he has received awards from Frankford High School, Fels Center for Government, Community College, and the American Society of Public Administration.
“When you learn, teach; when you give, get.” Ms. Ringer Deas has always been inspired by Maya Angelou’s quote. A native Philadelphian, Linda was educated in the Philadelphia schools. After receiving her BS and MS, she worked for the School District of Philadelphia as a teacher, program coordinator, and coach. Over her 35 years of experience, Linda has worked at the school and district levels to develop program procedures and implemented career and college prep programs for students through work- based learning and college experience programs. In addition, she has mentored teachers in classroom management, instructional strategies, and student preparation. Linda has also provided professional development for principals.
Glenn Devitt represents the umbrella civic organization for community organizations in Northeast Philadelphia. He is also on the Board for Pennypack Parkand a member of the Northeast Chamber of Commerce. Glenn is the Health Council Coordinator for the School District of Philadelphia. He chairs the Data Committee and the Wellness Committee of the MaST Board.
Mimi Keil Garbinski is a founding Board Member of MaST and continues as a member of the Board of Trustees. She is the mother of three, including a graduate of MaST. She has been a volunteer in the public school system for many years and became involved in the Charter School movement to be part of the solution for bettering the quality of education for all children in Philadelphia.
Mimi has been very active in the community, volunteering for many organizations, including being a cheer and dance coach and director for the Torresdale Boys’ Club for 40 years. She currently sits on the Northeast Philly Run Board of Directors and has previously sat on the board of the Torresdale Boys’ Club. She has been a Home and School Board officer of the Philadelphia High School for the Creative and Performing Arts, Austin Meehan Middle School, and Thomas Holme Elementary School and also sat on their School Councils.
In her spare time, she works for Jomarc Commercial Food Equipment, a family business, and enjoys drag racing with her husband, Don.
Patricia Heinze Cantwell epitomizes community involvement. She is currently on the Somerton Civic Association Board. Ms. Cantwell is the past president of the LaSalle Mothers’ Club, managed all the girls’ programs of the Somerton Youth Organization, and coached girls’ basketball, softball, and soccer, as well as serving as the coach for the Pennsylvania State Champions in girls’ soccer. She has been on MaST’s Board of Directors for over two years. In this capacity, in addition to her other roles, she is currently working with the Association of MaST Parents (AMP) and assisting in efforts to form an Alumni Association. Pat has lived her entire life in Philadelphia and has resided in Somerton for the last 48 years. She is the proud parent of 4 children and grandparent of 11 grandchildren.
Dr. Saidi is a Board-certified physician in internal medicine and geriatric medicine. He is the Medical Director for Transitional Care at Lankenau Hospital in Wynnewood, PA and received his training at Thomas Jefferson University and Monmouth Medical Center. Dr. Saidi has published articles related to his field and is a member of the American Medical Association, American College of Physicians, and the American Geriatric Society.
Kelly Rahill is a MaST Parent and mother of four. She serves as the technology representative on the Board of Trustees. She is the chairperson for the Technology Committee and sits on the Data and Assessment and Finance Committees of the Board. Kelly has earned both a BS in Elementary Education from Penn State University and a MS in Instructional Design and Technology from Philadelphia University. During her education, she studied educational practices in over 10 countries throughout the world. She brings with her over 10 years of business sales and management experience in a technology related field and is currently working in the field of medical diagnostic testing. She believes very strongly in the value that MaST provides its students and the surrounding community and is proud to participate in furthering MaST’s vision.
Angel Luis Medina is currently the Executive Director of the Philadelphia Prevention Partnership. The Philadelphia Prevention Partnership consists of the Institute of African Mobilization (IAM), the United Northeast Neighbors (UNN), and the Latino Partnership Initiative (LPI). Each organization creates community change in unique ways that best serve their respective community.
Before becoming the Director of the Partnership, he was a Social Worker for the Philadelphia county prisons where he founded the Pennsylvania Latino Prisoners Association. As a result of his work with the Latino Prisoners Association, Latino inmates have more safety, security and services and there exists a sense of camaraderie among the inmates.
Angel is also the President of the Pennsylvania Statewide Latino Coalition a non-profit, non partisan alliance of Latino Leaders, organizations, neighborhood activists, students and individuals that serves as a statewide institutional catalyst for positive social change. It’s primary purpose is to analyze issues of common concern to Latino communities throughout the Commonwealth and develop strategies for espousing and advocating a Latino Perspective before the various levels of government, the private sector and other relevant institutions. He has also served on many volunteer boards including WPVI Television Minority Communications Board, Philadelphia Gang Network Control, Pennsylvania Community Partnership Association and the Pennsylvania Partnership for children.

Tamara Robinson has a degree from Widener University in Hospitality Management and is presently employed with the Pennsylvania Convention Center. She is a results oriented professional with experience in management, profitable business relationships and developing and implementing programs to support and enhance events, logistics and meetings at the Convention Center. Mrs. Robinson also works closely with the Philadelphia and Pennsylvania Visitors’ Bureaus to arrange business and citywide promotions. Tamara is dedicated to her family, which includes a son who attends MaST. Tamara looks forward to continuing to work and advocate for the underlying purpose for which MaST was created.
Mr. Spector is self-employed providing advice and consulting on business and financial practices for public and charter schools. He was formerly the Chief Financial Officer of a non-profit educational foundation and pioneered the development of business service centers for charter schools, contributing to the success of the charter movement. Mark has also been Director of Finance for Lower Merion Township, but for most of his career he worked for the School District of Philadelphia where he served as Deputy Managing Director, a position in which he oversaw the operations of all non-instructional activities including finance, business and human resources.
Mr. Spector has served on the Boards of two charter schools and various non-profits. He has also been a reviewer for the Government Finance Officers’ Association Distinguished Budget Review Committee and a member of the Association of the School Business Administrator’s Accounting Research Committee. Mark has also received recognition for outstanding community service by the Chapel of the Four Chaplains and B’nai B’rith Lodge.
Michael Thomson has a BS from LaSalle University and formerly served as Director of Financial Systems for the School District of Philadelphia. He currently serves as a partner with Santilli & Thomson, LLC, a financial consulting firm specializing in schools and other non-profits. He has 20 years of experience in school business administration with an emphasis in financial systems. Mr. Thomson has spent the last five (5) years implementing financial systems and practices in charter schools. He is committed to the financial success and continued operations of charter schools in the Philadelphia region. He has been instrumental in establishing back office operations for various schools through implementing sound business practices, providing financial advice, and long term planning; thus, allowing the school administration to focus on educational issues.
Mrs. Gallagher is the teacher representative on the MaST Board. She currently teaches fifth grade and represents the teachers of MaST at meetings. She helps to communicate the teachers’ perspective and updates the Board on news around the school. Mary has been a teacher for 36 years, in both elementary and pre-school environments. Her hobbies include: reading, sewing, sunning at the beach, bike riding, golfing, traveling, and baking.
Mary Catherine Flanagan is a mathematics teacher at MaST Community Charter School She has a Bachelors of Education degree from Villanova University, Summa Cum Laude, and a Masters degree from Temple University. She also has attended various programs at the University of Paris, Chestnut Hill College and Millersville. She truly believes that education is a lifelong process and strives to develop a deep love of learning in all her students. She has coached various sports throughout her life, and presently coaches basketball and softball at MaST. Her interests are skiing, golf, supporting the Phillies and reading good books.
